Two individuals now face criminal charges for allegedly letting Massachusetts drivers pay private fees to skip long lines at the Registry of Motor Vehicles. Ashlee Jordan, a former title clerk in Quincy, and Stanley Nazaire, a Somerville resident, were arraigned Tuesday in Norfolk Superior Court. Both defendants were released on personal recognizance.

The state alleges Jordan accepted money to process transactions that the general public could not access quickly. She handled tasks such as issuing duplicate titles, changing ownership, and adding liens at the Quincy location. During the pandemic, processing times at that office tripled. Prosecutors said Jordan used those delays to build a private service where customers could have work done overnight after paying her directly.

Nazaire is accused of serving as a middleman. He allegedly contacted towing companies to market Jordan’s speed. He also paid Jordan to handle his own title transactions. The Attorney General’s office noted that the money Jordan earned from these side deals exceeded her actual RMV salary. She had worked at the Quincy office since 2019.

Jordan promoted her services at a car enthusiast social club while wearing her official RMV lanyard. This visual proof helped establish that she was offering her official role for private gain. The case is scheduled to return to court on December 15.

Jordan faces one count of bribery, one count of unwarranted privilege, and one count of conspiracy to commit title fraud. Nazaire faces one count of bribery and one count of solicitation to commit bribery. The charges stem from their actions between their start date in 2019 and their recent court appearance.
