Tesla Reports 1.74 Million FSD Subscriptions Under Pay Package Definition

Tesla's reported 1.74 million Full Self-Driving users relies on a definition that counts one-time purchases to support a specific executive compensation target.

Tesla now reports 1.74 million active Full Self-Driving subscriptions, a figure that represents a 67% increase from the same period last year. The company revealed this metric in its Q3 2026 shareholder letter, noting that the count includes both monthly payers and owners who purchased the software outright. This specific aggregation method aligns with the criteria established in the 2025 CEO Performance Award.

The distinction matters because hitting 10 million active subscriptions is a key milestone for Elon Musk to earn his compensation package. By counting every owner who bought the software upfront, often years ago, Tesla inflates the active user base. This approach is significant given that hundreds of thousands of these users originally paid for unsupervised self-driving capabilities that Tesla has not yet fully delivered.

Tesla ceased selling FSD as a one-time purchase on February 14, 2026. New customers in the US must now subscribe at a rate of $99 per month. However, any owner who paid upfront before that date, with prices reaching up to $15,000, remains included in the total count as long as their vehicle is active. The only group excluded from this 1.74 million figure is those on free trials.

Despite the growth, Tesla has not disclosed how many of these 1.74 million users are actually paying the monthly fee. This lack of transparency has persisted since the company reported 1.28 million users in April. The same accounting logic appears in other metrics, such as cumulative deliveries. Tesla now lists 10.2 million cumulative deliveries, a number that includes unsupervised Robotaxis placed in commercial operation to match the 20 million vehicle milestone in the pay package.

Another significant claim in the letter is the 75% attach rate for FSD in new North American deliveries during Q3. Tesla describes this as a nearly 20 percentage point increase from the previous quarter and states that FSD is driving demand in available markets. The company does not define this metric clearly, leaving it unclear whether introductory offers or short-term trials are included in the calculation.

Musk’s 2025 award consists of 12 tranches, each requiring both a market cap and an operational milestone. The operational goals include delivering 20 million vehicles, reaching 10 million active FSD subscriptions, producing 1 million Optimus robots, and operating 1 million robotaxis. As of June 30, Tesla considered only the 20 million delivery target to be probable for achievement.

Tesla added 260,000 net FSD subscriptions in Q3, marking its best quarter yet. If the company maintains this pace, it would take approximately eight years to reach the 10 million target. However, based on the average growth of about 700,000 per year over the last 12 months, the timeline extends closer to 12 years. The compensation award remains valid until 2035.

The board approved this definition, and the company’s top executive’s pay depends on it. While counting upfront buyers is not inherently incorrect, presenting the total as proof of momentum without clarifying the monthly paying base creates a specific narrative. Tesla clearly knows the number of active monthly payers, and that figure will be crucial for investors trying to understand the true strength of the software business.
