Every branch of the U.S. military must be ready to operate for 90 days without external support. That is the core requirement of a new strategic framework. The plan ensures bases can access water, electricity, fuel, and communications during a disruption.

The directive comes from the FORTRESS America initiative. Secretary of Defense Pete Hegseth introduced the long-term plan on Sept. 30. It is not a declaration of an active crisis. Instead, it is a readiness standard for future threats.

Social media users have shared posts claiming the nation faces an imminent blackout. These posts often cite the 90-day figure as proof of a coming power cut. Experts say this interpretation misses the point. The initiative is about preparation, not prediction.

Sean Evans, a political science professor at Union University, explained the reasoning. He noted that more nations are engaging in cyber attacks. The goal is to prevent sabotage from paralyzing the force. Evans said the military will hold 90 days of energy supplies and backup ammunition to stay functional.

The strategy rests on five pillars. These include energy independence and a strategic defense reserve. It also covers hardening installations and protecting space and spectrum operations. The plan aims to let the U.S. fight and win under any circumstances.

The framework applies to every military department and defense agency. Each unit must maintain the capacity to function independently for three months. This standard replaces older readiness models that assumed faster logistical support.
