Qatar is waiting for Tehran to answer a new proposal that could restart talks on Iran's nuclear program. The offer allows International Atomic Energy Agency inspectors to return to Iranian sites. In return, Iran would receive sanctions relief and potentially access to frozen funds. Two regional diplomats said Iran could respond as early as Thursday.

IAEA Director-General Rafael Grossi briefed the UN Security Council on Tuesday. He stated that only the return of inspectors to the ground would provide an accurate picture of the current state of Iran's nuclear program. Grossi invited Iran to work with the IAEA without delay to clarify outstanding safeguards questions.

Grossi said the agency requires specific information and access to verify all relevant facilities and material. He noted this is a legal obligation for Iran. The proposal aims to bridge the gap between Washington and Tehran, which have faced continued difficulties in negotiations.

Iran has demanded that the US lift its blockade and provide some sanctions relief before discussions on its nuclear program can begin. The Trump administration insists that Iran take an initial step on the nuclear issue from the outset of any agreement. The return of IAEA inspectors could serve as that starting point.

Senior officials from mediating countries told Iranian officials that this deal might be the last chance before President Trump decides to launch a military operation against Iran. Anna Kelly, White House Principal Deputy Press Secretary, told The Jerusalem Post that the United States will not be attacking Iran at any time prior to the midterm elections. The midterms will be held next Tuesday.

Kelly added that Iran is in very bad condition both economically and militarily. She stated that the blockade will remain in full force and effect. She noted that oil is flowing in record numbers of barrels through the Hormuz Strait. The US position maintains pressure on Tehran while awaiting its formal response to the Qatari offer.
