Israel and Kazakhstan concluded a decade-long negotiation process on November 3, 2026, by signing a double taxation agreement. The treaty establishes clear rules for taxing cross-border income to prevent the same earnings from being taxed in both countries. This legal framework is intended to reduce risks for investors and facilitate economic cooperation between the two nations.

The signing occurred during the tenth meeting of the Israel-Kazakhstan Joint Economic Commission held in Jerusalem. Ze'ev Elkin of the Israeli Finance Ministry and Zhaslan Madiyev, Kazakhstan’s Deputy Prime Minister, co-chaired the event. The meeting included representatives from twelve government ministries, with nine deputy ministers from Kazakhstan in attendance. Beyond the tax treaty, the countries signed memoranda of understanding on artificial intelligence, labor, and cybersecurity, as well as a joint declaration on space cooperation.

Madiyev is the highest-ranking Kazakh official to visit Israel in ten years. He led a delegation comprising more than 50 senior government officials and state-owned company representatives. His visit follows diplomatic trips to Israel by President Isaac Herzog in April 2026 and Foreign Minister Gideon Sa'ar in January of the same year. The delegation's presence underscores the current diplomatic momentum between the two states.

During the commission sessions, officials discussed energy, water technologies, agriculture, and critical minerals. The nations identified shared challenges in climate change and water resource management. As a result, they established the first joint working group on water management, led on the Israeli side by the Israel Water Authority. A bilateral business forum organized by the Foreign Ministry and the Israel Export Institute resulted in seven commercial documents being signed. Discussions also covered potential direct air connections and visa-free travel arrangements.

The economic ties align with Kazakhstan's accession to the Abraham Accords in November 2025. This membership, brokered by the United States, expands the framework into Central Asia. Geopolitical analyst Dr. Anat Hochberg-Marom noted that Kazakhstan has a gross domestic product of approximately $301 billion. She cited the country’s role as the world’s leading uranium producer, accounting for roughly 40% of global output in 2024, alongside significant reserves of copper, zinc, tungsten, and lithium.

Hochberg-Marom observed that Kazakhstan’s position between Europe and Asia offers opportunities for regional logistics. She referenced a reported $2 billion technology project involving OpenAI and Nvidia, noting these figures are based on historical estimates rather than new agreements from this visit. Madiyev stated that the partnership’s value will depend on practical implementation, aiming for concrete projects and investments actively working in Kazakhstan rather than just the exchange of experiences.
